Lawyers For Human Rights International while producing three victims of police torture has taken serious notice of the illegal detention and inhuman torture subjected upon Vipan Kumar, son of Ramu, Roshan Lal alias Rajan, son of Gian Chand and Sanjeev Kumar,son of unknown, all residents of Jalandhar by Garhshankar police on February 11, 2003.
In a hurriedly called press conference in Chandigarh, the organisation produced three victims of police torture who bear grievous injuries on different parts of their bodies inflicted upon them by the police officials of Police Station Sadar, Garhshankar, Distt. Hoshiarpur. Two persons, Vipan Kumar and Roshal Lal have been named in a F.I.R. No.21 dated 1.2.2003 under Section 307 IPC in Police Station Division No.4, Jalandhar and have applied for anticipatory bail in the court at Jalandhar. Vipan Kumar who is a human rights activist, is also a member of a human rights organisation, Punjab Human Rights Organisation and had played role in highlighting the case of murder of a child by police officials in Jalandhar few days ago. In order to teach these persons a lesson for voicing against the police atrocities in the recent case of killing of a child in Jalandhar, Inspector Balkar Singh, the Station House Officer of P.S.Sadar, Jalandhar picked them up on February 11, 2003 at around 7-8 p.m. and when their friends and relatives came to know of their abduction and followed the police party, they were handed over to Garhshankar police the same night. They were taken to Police Station, Sadar, Garhshankar, and subjected to inhuman torture during illegal detention under the supervision of Inspector Jasbir Singh, Station House Officer, Police Station Sadar, Garhshankar,District Hoshiarpur. After keeping them in illegal custody and torturing badly, the police produced them before the S.D.M. Garhshankar and they were ordered to be released on bail by the Sub-Divisional Magistrate, Garhshankar on February 12, 2003 at about 5 p.m.
Lawyers For Human Rights International has decided to provide them free legal aid and would file a petition in the High Court of Punjab and Haryana tomorrow,i.e. February 13, 2003 and produce the victims before the High Court to seek their proper medical treatment and action against the guilty cops. The Lawyers For Human Rights International demands from the State of Punjab that justice should be done to the victims and immediate medical treatment of the victims should be given at state expense and the guilty police officials should be suspended and a criminal case under sections 342,330,506 of IPC should be registered against Inspector Jasbir Singh, SHO and other police officials of P.S.Sadar, Garhshankar,Distt.Hoshiarpur.
